About this course
A critical part of managing traffic safely at worksites involves implementing Traffic Control Plans. This course provides training/assessment for personal who are required to implement Traffic Control Plans. This course will provide/confirm the knowledge, skills and attitudes required of those working to ensure that they can perform competently while giving full consideration to their safely, the safety of their co workers and the safety of the public.
This Skill Set may be attained in one of 2 ways from Licences 4 Work:
Express Course - this course has a Pre-attendance component, requires 1 day of attendance at the training centre and then assessment of workplace evidence / work.
Recertification Course - This process may be commenced online and involves assessment of current competencies, skills and knowledge.
These courses are suitable for NEW ENTRANTS who have:
Never worked implementing Traffic Control Plans or held a Yellow Card required to implement Traffic Control Plans OR
Held a Yellow Card previously, but this has expired or have not worked in Traffic control in the last 12 months AND
Average to above average reading, writing, speaking and understanding skills
The Recertification Option is designed for applicants that:
Believe that they have the skills and knowledge required to work implementing Traffic Control Plans
Hold a valid White Card and hold a Yellow Card that has not expired and working implementing Traffic Control Plans in the last 12 months
Have a Third party to back your claim of applying your knowledge and skills in a real workplace
Can provide other evidence (workplace documents for example) to back their claim
The remainder of this document is designed for the Standard / Express Options , however this should be read by all applicants as it contains useful and important information about the course and the Skill Set.
Course Pre-requisites and Requirements
Traffic Control Plan implementation plays a critical role in managing traffic safely at worksites. It’s vital that anyone performing these duties is aware of the hazards that are present when working in close proximity to traffic.
In the workplace workers are required as part of their duties and responsibilities to effectively communicate within the workplace as well as with emergency services, WHS authorities and the public. In order to do this they will have to have a level of Language, Literacy and Numeracy that is sufficient to undertake the role of a Traffic Controller.
Applicants of the course will be required to have adequate English language, literacy and numeracy skills in order to successfully complete this course.
- Applicants that do not meet the minimum LLN requirements (average English speaking, reading, writing skills) may not be able to complete the course within the nominal attendance time and this may incur fees. Applicants with very poor English LLN should not enrol until they have contacted us to undertake an assessment of their LLN levels BEFORE you enrol.
In order to develop / confirm the skills required to work implementing Traffic Control Plans , you will need to demonstrate that you can apply the skills and knowledge that form this course in the real workplace. While completing the training at our training facility will allow you to do most of your course, the final requirement is to undertake real work in a real workplace.
- Applicants will be required to undertake some assessment in the training facility as well as in a real workplace. This may be work that was undertaken in the recent past (in the last 12 months) for those applicants that have previously held an approved card.
Course Details - Learning and Performance Outcomes
The Skill Set covered by this course includes three (3) Units of Competency including:

Working safely and following WHS (Workplace Health and Safety) policies and procedures including:
Implement traffic management plan
Determining equipment safety requirements
Identifying personal protective equipment
Follows hazardous substances procedures and handling techniques
Location of safety data sheets (SDS) information and their application
Adhering to isolation procedures
Identifying lifting techniques, including for both manual and automated lifting
Locating and complying with WHS procedures
Application of site safety requirements and procedures
Participating in procedures for workplace management of others (e.g. Consultation, safety representatives, committees, dispute resolution)
Determining potential of biological effects (e.g. Circadian rhythms, sleep, alertness, fatigue, stress, effects of heat stress and hypothermia)
Details of site drug and alcohol policy
Locating and using emergency equipment
- Accessing, interpreting and applying legislative, organization and site requirements and procedures for:
- JSAs/JSEA/Safe work method statement
- Potential hazards and risks
- Controlling traffic
- Basic signalling
- Signs and devices
- Radio operations
- Identifying equipment types, characteristics, technical capabilities and limitations
- Identifying site isolation and traffic control responsibilities and authorities
- Identifying quality requirements

Performance Outcomes include:
- Locating and applying relevant documentation, policies and procedures
Communicating in the work place that safely, effectively and efficiently meets all of the required outcomes including:
- Identifying communication strategies and systems
- Communicating clearly and promptly to others to convey information and make meaning
- Listening carefully to instructions and information
- Participating in group discussions and engage with group members respectfully
- Asking questions to clarify meaning
- Communicating concisely both written and verbally
- Interpreting other communications such as flags, lights, signs, bells and whistles
- Identifying and reporting communication faults and deficiencies
- Using approved and preparing written documentation that communicates meaning to others
Working safely and following WHS policies and procedures that safely, effectively and efficiently meets all of the required outcomes including:
- Sourcing, interpreting, clarifying and applying site safety information
- Listening carefully to health and safety instructions and information
- Responding to and clarifying information and directions
- Carrying out work instructions that complies with WHS policies and procedures
- Selecting, wearing and caring for personal protective equipment for all activities that require personal protective equipment
- Applying safe lifting and manual handling techniques
- Identify and report on WHS issues to appropriate personnel
- Recognising and following procedure to respond to alarms
- Completing workplace reporting procedures
Controlling traffic with a stop-slow bat that safely, effectively and efficiently meets all of the required outcomes including:
- Reading and interpreting the work instruction and planning work activity accordingly
- Positioning signage and barriers
- Directing and controlling vehicle traffic
- Directing and controlling pedestrian traffic
- Communicating to drivers and pedestrians clearly using hand signals
- Using approved communication devices such as hand held radios or phones to transmit message and report of offenders
- Removing or covering signs after work completion
Course Details - Organisation, Duration
The course has been designed to cater for participants that are new to the role of Traffic Controller in the Resources and Infrastructure industry (New Entrants or Beginners) as well as those who have not been actively involved in the industry.
On acceptance of your enrolment you will be issued with the resources (learning materials) that will be used in your course. This is effectively the date that you start your course. On acceptance you will also be provided with dates that you are required to attend for your training and/or assessment.
Your course consists of:
- Pre-attendance study materials (takes around 1-2 hours of reading depending on your literacy levels)
- Attendance (8:30am until around 5:00pm) for 1 day
- Post- attendance requirements.
If you meet the requirements of the training then you will receive your Statement of Completion (SOC) - this certificate allows you to work legally as a Traffic Controller (see below for further requirements) for 90 days. if you do not meet the requirements on day 1 then you may need an additional day of training to get your SOC.
Your course is made up of 3 (three) modules. Before attending for your course, you will be required (Mandatory) to read a set of learning materials, there is also a set of questionnaires online that you may attempt (highly recommended but not compulsory).
If you do not have access to the systems required for this course (a computer or similar and an internet connection), please contact us and we will post the Pre-attendance study requirements to you or you may pick up a set from any of our training centres. During your training at our training centres you will work with your trainer/assessor to ensure that you undertake the required knowledge to work as a Traffic Controller. This involves classroom presentation, case studies, some activities and theoretical assessments. You will also learn about the skills required to perform competently as a Traffic Controller. During your course you will also attend our Practical Training Centre (5-10 minutes drive away) this will provide you with near real simulated training to ensure that you have the skills and knowledge required to work as a Traffic Controller.
At the end of your training - if you meet all the training and assessment requirements set out by your trainer you will be issued with a Statement of Completion (SOC). The Statement of Completion (SOC) allows for you work and continue your training and assessment in a real workplace.
Statements of Completion (SOC's) have an expiry date of 90 days from the date of issue. This allows you to (continue) working as a Traffic Controller for this time while gathering evidence of you application of the knowledge and performing of the skills required.
You will be issued with a Workplace Assessment/Evidence Gathering Pack that will have detailed instructions on the collection of evidence required to demonstrate your skills and knowledge.
Evidence will need to include (as a minimum):
- A log book showing your work record (or equivalent)
- A Supervisor / Third Party Report signed off by the appropriate person in the workplace
Furthermore, an assessor will contact you for final assessment and this may involve a visit to your workplace to assess you on site.
Please note that it is a WorkCover NSW requirement to have a White Card (General Induction) and to have been inducted into the worksite (Site Specific Induction) prior to entering a worksite.
Assessment is required in order to collect evidence of the learning/training that you do in your course. This evidence is built while you do your course and if you meet all course requirements. Assessment methods used in this course include:
- Theory Assessments
- Practical Training
- Supporting Third Party Assessment
- Workplace evidence (work sample, log book, etc)
- Other evidence which may include further contact by your assessor after you submit your evidence
Once you have met all the minimum assessment requirements then you will be issued with the following Statement of Attainment:
RIISS00044 - Work Zone Traffic Control Traffic Controller
This Skill Set is made up of three (3) Units of Competency including:
- RIICOM201D Communicate in the workplace
- RIIWHS201D Work safely and follow WHS policy and procedure
- RIIWHS205D Control traffic with a stop-slow bat
Your Statement of Attainment (SOA) is used to make an application for a photo card -
this has a 3 year expiry
Recognition of Prior Learning
If you believe that you have prior learning and/or experience that may be directly equivalent to all of the learning and performance outcomes in this course and you have evidence of this then you may apply for our Recertification Course
. In order to be able to attain your Statement of Attainment by Recertification you will have to undertake a Training Needs Analysis and meet the requirements for this process.
Evidence that this process may apply to you includes:
- Holding a valid White Card
- Holding a Blue Card that has not expired and working as a Traffic Controller in the last 12 months
- Having a Third party to back your claim of applying your knowledge and skills in a real workplace
- Providing other evidence (workplace documents, photo's, videos, etc)
If your application is approved then you will be undertaking an assessment and Evidence Gathering process (no training provided).

Recognition of Certificates and Statements of Attainment
If you hold a Statement of Attainment for the Skill Set or all the Units of Competency making up the current Skill Set then:
If this was issued in NSW post 1 July - you may apply for a photo card without any further training or assessment (we recognise all Statements of Attainment issued by RTO's)
If this was issued in another State or Territory - then your assessment requirements may be reduced AND you may have to undergo some gap training to meet NSW requirements. (While we recognise all Statements of Attainment, we do have to ensure that you meet NSW Roads and Maritime Services Requirements)
This Skill Set can provide credit toward a number of Certificate II or III Qualifications in the Resources and Infrastructure Industry Training Package.
The Units of Competency making up the Skill Set may also be used towards other Skill Sets such as the RIISS00041 Work Zone Traffic Control - Implement Traffic Control Guidance Plan Skill Set
What Do I Need to Bring?
- Your identification - You must bring at least 1 form of photo identification (licence or a passport or a RMS issued identification card) and 1 document showing your current NSW address (licence or other legal document , contact us if you are unsure)
Your pre course materials, together with the result sheets of your completed questionnaires and your completed Student Workbook (Express Option only)
Wear long pants and a long sleeve shirt and closed shoes (preferable hard caps)
Enrolling into this course requires that you book into our course, accepting the terms and conditions and providing sufficient identification. This may be done online or at our office. Alternatively we can send this to you the required enrolment pack.
Once you have completed your booking then you will receive access to your Pre-attendance requirements.
You may also have to undertake (or you may like to choose to) a Language Literacy and Numeracy assessment to check that you have the required LLN levels to undertake this course.
If your application is accepted, you may still require additional LLN support and Reasonable Adjustments applied. You will be notified if this is the case. Please see Reasonable Adjustment in the information below.
Access and Equity
Just Careers Training abides by the principles of access and equity and offers this course to all applicants regardless of their gender, social, sexual preferences, and political and/or religious beliefs.
Applicants will be accepted into this course based on the course requirements, including the assessment requirements set out in the National Training Package for this Skill Set, as well as any other requirements set out by Roads and Maritime Services.
In line with VET principles and as per the requirements set out in the relevant Training Package, there is scope for Reasonable Adjustment of the training and/or assessment requirements set out in this course.
Reasonable Adjustment in training
This may include the use of learning props and methodologies better suited to the individuals needs, as long as the adjustment in training method is still in line with Roads and Maritime requirements. Examples of this include the use of videos and presentations, one on one training methods (for parts of the training not requiring work with other individuals) and extended training plans that exceed the standard course duration and format.
As per the requirements of Roads and Maritime Services, there can be no adjustment of those training requirements specifically set out by Roads and Maritime (for example participation in Simulated Training).
Reasonable Adjustment that cannot be accommodated in the course attendance duration may result in additional training and fees will apply.
Reasonable Adjustment in assessment
This may include making adjustments to the assessment methodologies or the tools in order to cater for the needs of the participant. This may include the use of Verbal Assessment in place or written assessments. Minimum assessment requirements have been set out and these cannot be reduced.
Reasonable Adjustment that cannot be accommodated in the course attendance duration may result in additional time required to meet requirements and fees will apply.
Speak to one of our customer service staff if you feel that you may need adjustments to be made before you book. Alternatively, you may speak to your trainer on the day who will provide you with planned support.
You will be provided with sufficient support to ensure that you attain this Skill Set. This support is limited to support offered throughout the duration of the course and the support that we can provide to you in relation to training and assessment. Support cannot change any of the course requirements.
Your trainer will:
- Explain the course requirements, objectives and outcomes
- Present the required information in an easy to understand format
- Discuss the subject matter, answer your questions and demonstrate the skills required
- Assess you only once you feel (and he/she believes) you are ready for any final assessment
- Provide you with options , where they exist for reasonable adjustment to the training and/or assessment components of this course.

- Manager will acknowledge complaint within 48 hours of receiving complaint
- Manager will investigate
- Manager may contact complainant and /or any other party involved
- Manager will determine outcome of complaint and notify all parties of the outcome (within 7 days)
- All parties will have an opportunity to respond to the outcome (within 72 hours)
